I have always believed that design, and I mean real design, is everything that happens before you start designing nice pretty mockups. I like to think of it as layers that you build up, the last layer being high fidelity mockups. The layers could look something like this:
Introducing some user-testing along the way and you have a pretty solid design methodology and process, where the end product not only looks great, but also functions properly and meets those objectives we defined at the start of the project.
